I'm 5'6. How can I find out what size frame I should get on a comfort bike I plan on purchasing?

Every bike sold is different according to models and manufacturers and no two are the same along with every person being different that is why being fitted is important.
Things to consider in proper bike fit besides frame height are seat height and seat positioning, Handle bar Height and reach, crank arm length, all these thing have to be considered in determining proper bike fit.
You use two measurements to determine frame size. Height and inseam, Of the two measurements inseam is more important.
You can use the chart below to get an ( Idea ) of the recommended frame size for someone your Height and Inseam should ride but you really need to go to a bike shop and be fitted .
If you follow the link below there is a Related article: Adjusting Your Bike For Proper Fit there and it will explain all the things you need to take into consideration.

Determining Your Road Bike Frame Size
Height…….. Inseam Length…Bike Frame Size
4′10″ – 5′1″…25.5” – 27”……..46 – 48 cm
5′0″ – 5′3″…. 26.5″ – 28″……. 48 – 50 cm
5′2″ – 5′5″…. 27.5″ – 29″ …….50 – 52 cm
5′4″ – 5′7″…..28.5″ – 30″……..52 – 54 cm
5′6″ – 5′9″…..29.5″ – 31″……..54 – 56 cm
5′8″ – 5′11″…30.5″ – 32″…….56 – 58 cm
5′10″ – 6′1″…31.5″ – 33″…….58 – 60 cm
6′0″ – 6′3″…..32.5″ – 34″……..60 – 62 cm
6′2″ – 6′5″…. 34.5″ – 36″……. 62 – 64 cm
You need to measure your actual inseam and use 65% of that for the proper size frame. It should work out to about 18 inches.
17″ to 18″. I ride an 18″ hybrid with sloping top tube and am 5′7″ with 29.5″ inseam. If at all possible, test ride before you buy as the geometry from brand to brand can vary significantly.
