Does anyone else make a 46 cm mens road bike?

I currently have a Giant in the small size, which I love, I was just wondering if there are any other companies that make frames small like that?

Most of them do. I know positively that Trek and Scott do (it’ll be 45cm and 47cm, but that’s not going to matter really). Sometimes the frame/bike choice in the smaller sizes are limited by a company, but most offer something in that range. Going smaller than that sure is a problem, though.
They are available from Iron Horse and K2 as well.
When you find another brand, compare it carefully to the Giant bike. Giant makes frames for many other companies. You might be getting a Giant frame without knowing it.
Yes, I know specialized and cannondale make 43, 45, and 47 cm bikes. However, at that size the geometry will work much better with 650 wheels. A 47 might be able to get away with 700c wheels but for a 43 or 45 I would stick with the 650c weels.
